MOYNIHAN'S STAKE IN THE JOCKEYING FOR CLINTON'S CABINET.(Capital Region)

If President- elect Bill Clinton taps Sen. Lloyd Bentsen of Texas to be Treasury secretary, that would be good news and bad for Sen. Daniel P. Moynihan.

Moynihan, a New York Democrat, would probably then be named chairman of the powerful Senate Finance Committee, which Bentsen currently heads.

Now for the bad news.

Moynihan would have to give up his newly won chairmanship of the Senate Environment and Public Works Committee. Senate rules forbid members from heading more than one full committee.
